    Garuda is the symbol of Kingship of Cambodia in 12th century while Naga is representing the Khmer people. Unite the Upper Khmer people and Lower Khmer together is the King obligation to hold and strengthen the empire. The capital city of Khmer Empire is in Angkor, modern day Siem Reap, Cambodia where the lower Khmer is and the second largest city is at Lavopura, located in modern day Thailand where the Upper Khmer is which devising from natural border of Dongrek mountain range.
